Permit Application

Applicants seeking a Rice Creek Watershed District permit must first submit a completed application. This application can be obtained from the Rice Creek Watershed District office or it can be downloaded from our website. Currently, the permit application is available in two versions:

The interactive version of the application allows the user to fill out the form on-screen. It will also attempt to calculate the permit fee based upon your responses. Please note that the correct tabulation of this fee is the responsibility of the applicant. The functionality of this form is merely meant to aid the user. This form does not allow the user to save their entries. Once filled-in, the application must be printed out and submitted on paper. Older versions of Adobe Acrobat (prior to version 7) may not be able to correctly display or print the interactive version, so the print-only version is provided as well. This version can be printed and filled-out by hand.

Project Information:

Project Name
This is the name of the project. It is meant to be descriptive for the applicant and the staff of the Rice Creek Watershed District.
Project Location
Please describe the general location of the project including basic information about how to find it.
City or Township
The municipality in which the project is located. If located in several municipalities, please list them.
County
The county in which the project is located. If located in more then one county, please list them.
Public Land Survey Location
The following four lines (1/4, section, township, range) are for information about the location of the project as described by the Public Land Survey System. In this system a location is described in terms of Townships, Ranges and Sections. For example, a project could be located in the “northeast quarter of the southeast quarter of section 24 in township 31 north and range 23 west”. In this example, you would fill out these lines as: SE 1/4 of section 24 Township 31 N Range 23 West. The Rice Creek Watershed District spans Townships 29 through 32 North and Ranges 20 through 24 West.
Project Purpose
This is a description of why the project s being constructed or a general description of the type of project that this is. For example: “Large housing development with 150 homes including accompanying street and utility improvements,” or “Driveway reconstruction and crossing of public ditch 10-22-32.”

Contact Information

There is space for up to three contacts given. Each of these contact will receive notification about permit status. Please fill out all contact information to be highest degree possible. E-mail addresses are preferred by the RCWD, but not mandatory.

Applicant
This is the person responsible for the permit application and must be the signatory on the reverse. This is the only mandatory contact listed on the application.
Permitting Contacts
Space for two more contacts is given on the application. These contacts can be anybody else with a role in the application. Typically they are consultants working with the applicant such as engineers, architects or contractors. These contacts are not required. Please keep in mind that anyone listed will receive correspondence regarding the status of the permit.

Permit Fee

The permit fee is the cumulative total of all individual charges in this section. Please check all boxes whose charges apply to this application. The fee is additive and includes all aspects of the project. Governments are exempted from RCWD permit fees. Each of the aspects of the permit fee are detailed below:

Single Family - House/Addition/Accessory Building ($150)
This fee applies to the construction of a building for a single family as opposed to any kind of large-scale development. This kind of construction can be a house or an accessory building.
Final Site Drainage Plans - Commercial/Industrial/Institutional Plans
The project involves a sitewide drainage plan needing review. This fee is calculated based upon the number of acres of impervious surface being created on the site. For sites greater than 2.5 acres, the fee is $4,000 plus $500 for each additional acre of impervious surface. Please enter the total number of acres of impervious surface being created on the line given if over 2.5 acres.
Land Development Plans
These are plans where land is being divided for development. The fee is based upon the number of lots in the plan. For plans involving greater that 200 lots the fee is $7,500 plus $25 for each additional lot. Please enter the total number of lots being created on the line given if over 2000.
Street and Utility Plans - $1,000
Plans involving the addition or modification of streets and/or utilities.
Bridge/Culvert Crossings
A project involving the crossing of a watercourse with a bridge or culvert. If the permit details the crossing of a single-family driveway, the fee is $500. If the crossing is any type of public road, the fee is determined by what is being crossed. For crossings of our trunk drainages: Rice, Clearwater or Hardwood Creeks, the fee is $2000. Crossings of other county or judicial ditches are $2500 and crossing of any other ditch carries a fee of $500.
Public Ditch Alteration Plan - $2,500
Plans involving the alteration of any public ditch.
Public Water/Wetland Shoreline Alteration Plan - $150
Plans for the alteration of shoreline on any public water or protected wetland.
Wetland Impact Replacement Plan
These are plans involving impacts on protected wetlands. Any sort of impact or replacement is covered by this fee. The actual fee is determined by the acreage of the area being affected. For Wetland Conservation Act exemptions, the fee is $500.
CWMP-Rule M Compliance Plan
This fee applies to the special area covered under RCWD Rule M, and is for projects complying with the Comprehensive Wetland Management Plan in that area. The fee is determined by the number of acres bing affected by the project.

Again, the fee is determined as the total of all relevant aspects detailed above. Governments are exempted from RCWD permit fees.

Signature

The signer of the permit application must be the person listed as the Applicant under Contact Information. By signing the application the Applicant agrees to the terms listed under Submittal Requirements and Applicant Signature.

The Applicant should also date the application and print their name.

Successful Bidder

his section is only relevant if the project will have a successful bidder. These are typically government projects and in these cases, beyond the signature of the applicant, the signature of the successful bidder is necessary on the permit application form. The successful bidder is agreeing to the same terms as the permit applicant.
