Checklist of Permit Submittal Requirements
For Small Projects (single-family home construction, pole barn/garage construction, home additions, driveway construction, minor land alterations) refer to the small project permit information.
Further information on the items below can be found in the Permits and Rules sections of the RCWD website or contact the RCWD office for printed copies.
Note that this checklist is not necessarily comprehensive for every proposed project. Unique circumstances and/or unique projects may require additional submittal items to demonstrate compliance with RCWD rules. Applicants should check the appropriate referenced rule(s) for checklist items to determine if they are applicable for their project.

Wetland Delineation/Determination Report
Plan Sheets (see below)
- Preliminary Plat or Certificate of Survey:
- Identifying all existing easements.
- Granting easements over all hydrologic features such as floodplain, wetlands, ditches and proposed stormwater management practices (up to the HWL).
- Existing Conditions Plan showing:
- Existing topography, survey benchmark and datum (1988).
- Delineated wetlands
- 100-year floodplain areas
- Existing structures, buildings, and other impervious surfaces (i.e roads, drives, parking lots and gravel areas).
- Existing drainge features including the inverts elevations, size, type and condition of culverts and pond outlets.
- Existing subwatershed boundaries (including on- and off-site tributary drainage areas), drainage routes and offsite discharge points.
- Grading, Drainage & Erosion Control Plan showing:
- Proposed grades, survey benchmark and datum.
- Construction staging areas
- Proposed structures, buildings, and other impervious surfaces (i.e roads, drives, parking lots and gravel areas).
- Lowest floor elevations of all proposed structures
- Location, length, size, type and invert elevations of all culverts, tiles, pipes, etc.
- Location of all temporary and permanent erosion control measures (see Rule D)
- Proposed subwatershed boundaries (including on- and off-site tributary drainage areas), drainage routes and offsite discharge points.
- Identification of downstream conveyance routes and capacity
- Identification of existing and proposed normal, ordinary high and 100-year water elevations onsite.
- Location of all wetland impact areas separated by type of impact (fill, excavation, drainage). Each area of impact should be quantified and clearly shown on the plan.
- Location of all areas used for wetland replacement including wetland creation areas, restoration areas, and buffer areas. Each wetland replacement area should be quantified and clearly shown on the plan.
- Location of all areas of floodplain fill and excavation (see Rule E). Each area should be quantified and clearly shown on the plan.
- Proposed easement boundaries.
- Detail Sheets showing detailed plan and profile views of infiltration features, biofiltration features, erosion control measures, wetland creation areas, water control (pond outlet) structures, water conveyance measures (e.g. curb-cuts), bridges and other crossings, ditches, etc.
- Preliminary Plat or Certificate of Survey:
Infiltration Worksheet
Soil Borings with location map, and other information demonstrating soil infiltration capability. Note that soil borings are required at all proposed infiltration features.
Hydrologic Calculations for existing and proposed conditions demonstrating compliance with rate and water quality requirements per Rule C. Note that applicant using pre-existing stormwater features such as regional ponds must submit calculations and/or other information demonstrating the ability of the features to service the proposed project per Rule C requirements.
Floodplain Impact Calculations demonstrating compliance with Rule E if floodplain impacts are proposed.
Wetland Conservation Act application (replacement plan, exemption, no-loss) if wetlands are proposed to be impacted. Also see Rule F.
Water Level/Flow Rate Calculations and exhibits demonstrating compliance with Rule G if project involves bridges and/or culvert crossings and Rule I if project involves construction, improvement, or repair of existing public or private drainage systems (open or tiled). See Rules G and I for specific requirements.
Structure Setback Site Plan showing structure setback from Ordinary High Water elevation of adjacent lakes or streams if located within a shoreland protection zone (contact District staff for a determination). See Rule H.
Variance Narrative detailing the “hardship” in terms of the standards of Rule L if a variance is being requested.
Projects located within the Village Meadows Comprehensive Wetland Management Plan Area (see maps on RCWD website) should consult Rule M for modified submittal requirements. Projects located in the 53-62 Resource Management Plan Area should consult Rule RMP-1 for modified submittal requirements.
